A comprehensive reform of administrative procedures toward being modern

 In order to make a comprehensive reform closely attached to the development target of a digital government and digital transformation, creating the most favorable conditions for people and enterprises, contributing to improve business and investment environment, and enhancing the national competiveness, the administrative procedure reform has been always given the first priority by finance branch. Resultant achievements obtained in three beginning months have been obvious evidence.

Accordingly, to the course of administrative procedure reform producing practical efficiencies, Ministry of Finance has regularly reviewed, analyzed to remover administrative procedures no longer appropriate, or to amend them toward being specific, simple, and more feasible in implementing. For the period from 15th December 2022 to 14th March 2023 units under the Ministry of Finance have assessed impacts of 6 administrative procedures introduced in drafts of legal normative documents in accordance with the current provisions. For the time being, total effective administrative procedures applicable in management field of Ministry of Finance is 800, including 235 in tax field, 230 in customs field, 11 in state treasury field,  7 in reservation field, 104 in security field, and 213 in general finance field, respectively.

The one window model of receiving and returning of the processed results of administrative procedures has been stably and efficiently maintained by the Ministry of Finance over the pass time. As a result, along together with handling dossiers of administrative procedures on time one window units of Ministry of Finance have digitalized 366 dossiers. Great efforts in digitalizing the dossiers of administrative procedures to form a warehouse of electronic data on entities and individual have helped the Ministry of Finance to enhance the efficiency of public services provided, facilitating enterprises, entities, and people to accelerate the process of building an electronic government and toward a digital government.

Along together with decisively implementing the administrative reform, the finance branch has strengthened the modernization by applying the information technology, especially in tax sector. According to the Ministry of Finance, up to now the electronic tax filing system has applied to 100% provincial tax departments and district tax departments and 881,495 enterprises, accounted for 99.94% ongoing enterprises in the economy. In three beginning months, the number of tax dossiers electronically received was up to 2,646,213. The tax administration has cooperated with 55 commercial banks in launching the electronic tax payment service across the country and encouraged enterprises to apply. Up to now, the number of enterprises registering for applying the electronic tax payment service with tax authorities was 874,391 enterprises, accounted for 99.08% ongoing enterprises in the economy. The tax refund work has also obtained positive results. For the period from 1st January 2023 until now the number of enterprises using the electronic tax refund service was 2,239, accounted for 99% enterprises applying for tax refund. The number of tax refund dossiers electronically received was 2,508 among 2,518 dossiers, accounted for 99%; total dossier electronically refunded was 2,188 with total amount of more than 14,440 billion dong refunded. Especially, for the time being 63 provinces and cities across the country have applied the electronic invoice system which has received and processed more than 3.3 billion electronic invoices. At the same time, 2,272 enterprises, household businesses and business individuals in the economy have successfully registered for using the electronic invoice with authentic of tax authority created from cash machineries with total 386,689 electronic invoices issued. The number of loading, installing and using times of the eTax Mobile application was 246,825; the number of transactions conducted via commercial banks was 187,577 with total amount more than 673 billion dong. Up to now, more than 45 foreign suppliers have successfully registered and filed taxes; and 295 entities those are owners of electronic commerce platforms have provided information via the Electronic Commerce Information Receiving Portal.

In customs sector, the Vietnam customs administration has successfully developed and launched the Vietnam Automated Cargo Clearance System (VASSCM) at ports and warehouses in 33 among 35 province/city customs departments across the country, enabling enterprises to save time and costs consumed in import-export on the one hand, enhancing the efficiency of customs observation on the other hand. Besides that the system of State Treasury has actively modernized the management of state budget revenue and expenditure toward being public, transparent in terms of both professional processes and administrative procedures. Recently, 100% administrative procedures in State Treasury sector have been integrated to the National Public Service Portal; and 99% payment receipts of the State Treasury in the whole economy have been processed via TABMIS…
